When Sam Altman, Chief Executive Officer of OpenAI, warns that artificial intelligence is becoming so powerful that even those developing it do not fully understand its consequences, governments, businesses and society should pay attention.
Altman recently wrote that “AI is getting extremely capable; no one fully understands the consequences of this.” More importantly, he argued that managing humanity’s transition into a world of abundant and powerful artificial intelligence should become one of the highest global priorities.
This is a significant statement coming from the leader of one of the organisations driving the frontier of artificial intelligence.
OpenAI is preparing to launch its next major model, Astra. Altman says the model represents a significant advance in capability and alignment. At the same time, OpenAI has apparently been slowing aspects of subsequent model development where necessary to allow safety and alignment work to catch up.
This illustrates the paradox at the heart of the AI revolution.
Artificial intelligence offers extraordinary opportunities. It could accelerate scientific discovery, transform healthcare, improve education, increase industrial productivity, strengthen financial systems and help humanity tackle problems that have resisted conventional approaches for decades. But that same capability creates risk.
As AI systems become more autonomous and capable of reasoning, coding, conducting research, operating digital systems and making increasingly complex decisions, the consequences of errors or misuse may become greater. Questions surrounding cybersecurity, misinformation, employment disruption, privacy, autonomous systems and AI alignment can no longer be treated merely as technical issues. They are now more than ever, governance issues.
For corporate boards, Altman’s warning should be particularly important. Artificial intelligence cannot simply be delegated to the Chief Information Officer or technology department. Boards must understand where AI is being deployed, what data it accesses, what decisions it influences and where human accountability ultimately resides.
Responsible AI therefore requires Responsible Human-in-the-Loop; RHITL governance.
Governments face an even larger responsibility. Regulatory frameworks will have to evolve almost as rapidly as the technology itself, while avoiding regulations so restrictive that they suppress beneficial innovation. International cooperation will also become increasingly important because advanced AI does not respect national borders.
For Africa, and Nigeria in particular, there is another dimension. We must not remain passive consumers of technologies designed elsewhere. Africa needs AI infrastructure, compute capacity, indigenous datasets, research talent, regulatory competence and institutions capable of understanding and governing increasingly powerful AI systems.
Altman himself acknowledges the tension between excitement and anxiety surrounding AI. OpenAI believes society and artificial intelligence must evolve together through continuous interaction rather than waiting until powerful systems are fully developed before considering their consequences. That may ultimately be the defining challenge of this generation.
The question is no longer whether artificial intelligence will become extraordinarily powerful. It is whether human institutions, leadership and governance can become sufficiently intelligent to manage what we are creating.
