WHO Establishes New Scientific Group To Study COVID Origins

More than one billion young people risk damaging their hearing through listening to loud music, the World Health Organization (WHO) said on Friday.

The World Health Organization estimates that around half of those between the ages of 12 and 35 in middle- and high-income countries are at risk due to unsafe levels of sound on personal audio devices or smartphones.

Another 40 percent are at risk from damaging audio levels at concert venues and night clubs.

“More and more young people are exposed to unsafe levels of sounds. Young people should be aware that once you lose your hearing, it won’t come back,” said Shelley Chadha, a WHO specialist on hearing impairment.

The UN health agency considers a volume above 85 decibels for eight hours or 100 decibels for 15 minutes as unsafe.

Exposure to traffic noise at peak hours can reach 85 decibels.
The vuvuzela, a popular wind instrument used in stadiums during the football World Cup in South Africa in 2010, has a sound intensity of 120 decibels and over nine seconds of exposure could result in irreversible hearing damage.

It is something we can live without,” Chadha said referring to the vuvuzela.
To counter the risks, the WHO recommends that personal audio devices should not be used for more than an hour a day, at reduced sound levels.
The use of ear plugs in loud conditions and regular check ups were part of the recommendations as well.

The world health organisation also wants governments to play a role by imposing strict regulations on noise in public places.
The UN agency estimates that 360 million people suffer from hearing loss worldwide. In addition to noise related causes and ageing, it is also brought on by infectious diseases, genetic conditions, complications at birth, and use of certain drugs.

INEC Distributes 3.7m Permanent Voter Cards In Kano

The Independent National Electoral Commission (INEC) in Kano State on Wednesday said it had distributed 3,731,775 permanent Voter Cards (PVCs), representing 75 per cent of the cards delivered to the state.

Alhaji Abdullahi Minkaila, the Resident Electoral Commissioner in the state, disclosed this in an interview with the News Agency of Nigeria (NAN) in Kano.
He said the commission had registered 4,975,701 voters in the state, adding that the turnout of women people, especially women was impressive.independent electoral commission inecThe number of women the turned out to collect their PVCs is encouraging, he said.
He called on residents to encourage their wives and daughters to collect the cards before the March 8 deadline.

With the extension of time for the distribution, the commission is expected to record higher number of collection before the deadline, he said.
The commissioner attributed the improvement recorded in the exercise to hardwork of stakeholders, especially the traditional rulers.

With the improvement in sensitisation programmes and publicity, the collection rate will also increase before March 8 deadline, he said.
He said the commission had received non sensitive materials for the conduct of the exercise, adding Independent National Electoral Commission (INEC) had distributed the materials to its offices in the local government areas of the state,“ he said

World Condom Day: Foundation Distributes 145,000 Condoms

Ahead of this year’s World Condom Day, the AIDS Health Care Foundation(AHF), an NGO, says it will distribute 145,000 condoms in four states in North Central Nigeria.

The Advocacy Manager of the group, Mrs Oluwakemi Gbadamosi, disclosed this in an interview with the News Agency of Nigeria (NAN) in Abuja on Wednesday.

She said that the distribution of the condoms as well as other activities lined up for this year’s occasion would help increase awareness on condom use and its role in preventing HIV/AIDS.sexually transmitted diseases

She said that interested persons in Abuja, Nasarawa, Benue and Kogi states would be provided with the commodity.
Gbadamosi said the activities lined up for this year’s celebration were in consonance with the theme for this year, which is “Condoms are Cool’’.
Gbadamosi said the theme was chosen to emphasise the importance of condoms and the prevention of sexually transmitted diseases.
“Globally there has been a great decline in the use and availability of condoms; that is why we are advocating for more use of the mode of protection.
“It is really cool because it is not just to protect yourself but also to protect your loved ones, we feel it is easier and better to use condoms because it can achieve 85 to 90 per-cent protection,’’ said Gbadamosi.
She also said that condom use should be encouraged among the younger population such as the sexually active group.
The manager said the foundation further reawakened the awareness of condom use in higher institutions and also engaged in HIV/AIDS debates at NYSC camps.
“Abstinence is the only way to avoid becoming infected with HIV/AIDS, other sexually transmitted diseases and unwanted pregnancies.
“However, we at AHF we believe that condoms are very important and effective in the prevention of these diseases if used consistently and correctly,’’ she said.
The manager said the foundation would organise community outreach on HIV and AIDS, counselling, testing, sensitisation and awareness campaign at the Kpaduma community in Abuja.
She said the community dialogue would further help to address stigma and discrimination of HIV/AIDS.
NAN also reports that the foundation has tested more than 300,000 people for HIV and AIDS in the benefitting four states over the last four years as well as distributed more than two million condoms across Nigeria.
The World Condom Day holds every Feb. 13, but was rescheduled in Nigeria due to the country’s general election earlier scheduled for Feb. 14.
The polls were, however, shifted to March 28 and April 11, for the Presidential/NASS and governorship/state assembly, respectively.

Shareholders Task SEC on Mutual Funds Regulation To Boost Investor Confidence

Some shareholder groups on Wednesday called on the Securities and Exchange Commission (SEC) to ensure strict regulation of the Collective Investment Schemes (CIS) operating in the nation’s capital market.

They told the News Agency of Nigeria (NAN) in separate interviews in Lagos that the regulation was imperative to protect investors’ interest.
CIS is an investment scheme that involves collecting money from different investors and then combining all the money collected to fund investment.

Mr Godwin Anono, Chairman, Nigeria Professional Shareholders Association, said that the commission should ensure prompt release of information by CIS promoters to the unit holders.

Anono said that dearth of information was affecting the growth of the investment scheme in the Nigerian capital market.
He said that investors had lost interest in mutual funds due to lack of information, noting that most of them had not declared any dividend for years now.
“Unit holders don’t know what they are doing, they just collect our money and after that no information or annual general meeting,’’ Anono said.

He said that the market would not move forward with such an attitude, adding that SEC should suspend companies that failed to release information at the appropriate time.
The shareholder activist said that investors would rather invest in equities they would monitor on daily basis.
Mr Boniface Okezie, President, Progressive Shareholders Association of Nigeria, called for public enlightenment programmes on the funds rudiments for proper understanding and enhanced patronage.

Okezie said that there was need for further investment education because investors would only invest in what they know.
“Enlightenment campaigns will enable investors to know what to expect in the form of benefits accruable to such investments in the long run,’’ he said.
Okezie said that investors had lost confidence in the market due to government policies that affected minority investors in the past.
He said that unfriendly government policies had led to investors losing confidence in the stock market occasioned by banks nationalisation.

“People have been forced to forfeit their investments and such people need to be encouraged for them to get back to the market,’’ he said.
He said that market regulators and operators had not done enough in educating investors on the advantages of investing through the scheme.
But Mr Adebayo Adeleke, National Secretary, Independent Shareholders Association of Nigeria, had recently told NAN that the investment scheme was elitist and lacked grassroots appeal.
Adeleke said that the promoters had not done much in terms of confidence building and market penetration.

“The level of mass awareness of the scheme is low and public education about such a platform is shallow,’’ he said.
According to him, the forced collective investment schemes like pension fund managers are doing well because it is compelled by law and corporate managers are ensuring compliance.
Adeleke added that investors were wary of huge overhead of managers of such fund borne by their investment.

Delta Proposes N250m For 5 New Dump Sites

Constitution Review, Resource Control, Power Devolution Top Demands In Asaba

The Delta Government says it is proposing N250 million for the acquisition and development of five new dumpsites in the state.

The Chairman of the Waste Management Board, Chief Olori Magege, made the disclosure at the budget defence with the State House of Assembly Committee on Finance and Appropriation on Wednesday in Asaba.

According to him, the money will be required this fiscal year for the acquisition and construction of five new dumpsites, while an additional N180 million will be required for the daily maintenance of the sites.new dumpsites

Magege said the five dumpsites woud be located in Asaba, Warri, Effurun, Ughelli and Udu.
He added that the old sites in Warri and Asaba had outlived their usefulness and had been closed.
He also said that the board was proposing the sum of N580 million for the procurement of two bulldozers, one low bed and three pail loaders.
Magege said there was the need for the review of the N7,000 wage paid to each sweeper in major towns of the state.

According to him, the board is proposing an increase in the remuneration of street sweepers from the current N7,000 to N20,000 monthly.
Magege also said that the board was proposing the sum of N12 million for public enlightenment programme to educate the public on the need to imbibe good sanitation culture.

“It has become glaring that public attitude to issues of waste management and general cleanliness has been mostly negative and requires aggressive public education.
“This will ensure the cooperation and acceptance by members of the public,’’ he said.
He, therefore, appealed to the committee to appropriate adequate funds for the board to function.

Responding, the Chairman of the Committee, Mr Daniel Mayuku, advised the board to create an enabling environment for Private Sector Participation in handling wastes in the state.

He assured the board that the Delta House of Assembly would do whatever it could to assist the board to carry out its functions.

NAFDAC: Market Is Threat To Sanity In Food Products

The Chief Regulatory Officer of NAFDAC, Aba office, Mr Udoekpo Ekpo, says that Eziukwu Road Market in Aba is a threat to efforts to rid the state of fake food products.
Udoekpo said this on Tuesday while speaking with the News Agency of Nigeria (NAN) in Aba.

He said that the operators in the market did not support the agency to rid it of fake packaged food products originating from there but threatened its operatives at the market.
“Two months ago, my men went in there to cull fake products and the traders locked us inside the market that we could not go out.

“We are trying our best to see that Aba ceases to be the hub of fake food products around the east. We are not there yet but we are hoping to get there soon,” he said.
Udoekpo stressed the need for people to feed the agency with vital and truthful information in order to save many people from becoming victims of fake products.

He said that many people were dying from consumption of fake products and urged the people engaged in the production of fake products to be bold to inform the agency.
He promised to investigate and act on volunteered information from the public, adding that although some people were volunteering information, more was required to rid the state of evil businessmen

PDP Slow Death In Delta State

Six Peoples Democratic Party (PDP) members of the House of Representatives on Tuesday defected to other political parties.
The Speaker, Alhaji Aminu Tambuwal, announced the defection of the members during the House’s plenary in Abuja.
The defected members are Tobias Okwuru and Peter Ali, both from Ebonyi, to Labour Party, and Chinenye Ike from Abia, to All Progressive Grand Alliance (APGA).
Others are Micah Umoh and Robinson Uwak, both from Akwa Ibom, who defected to Accord Party to All Progressives Alliance (APC), respectively, and Ibrahim Garba from Jigawa, who defected to APC.pdp
The News Agency of Nigeria (NAN) reports with the latest defections, APC now has 181 members, the highest number of lawmakers in the House. It is followed by PDP with 156 members and other political parties, 23 members.

It would be recalled that the membership of the House released on Jan.14 after the defection of 10 lawmakers to various political parties showed that APC had 179 members, PDP,162 while other parties had 19.
Based on this development, the Deputy Minority Leader, Abdulrahman Kawu (Kano), raised a point of order, saying that APC members should occupy the positions of House Leader and Deputy House Leader.
Similarly, Kawu said the positions of the Chief Whip and Deputy Chief Whip should also be occupied by the APC in accordance with the rules of the House.
However, the Speaker, Aminu Tambuwal, ruled that the matter should not be discussed as it was before the court.

Okonjo-Iweala: Nigeria Lacks Institutions, Systems, Processes To Prevent Corruption

Nigeria’s Minister of Finance, Dr Ngozi Okonjo-Iweala, said on Tuesday that corruption persisted in the country because Nigeria lacked the institutions, systems and processes to prevent it.

Okonjo-Iweala made this known when she spoke on the Topic: Preventing Leakages in the Nigerian Economy at the Catholic Caritas Foundation Forum in Abuja.

“This thing has been with us and we must crack it. This is not something that started in this country today; but it is something that we must crack.

“Fundamentally, we have to ask ourselves, why has this continued to be a problem; I am convinced that it is because we constantly look at the symptoms and not the cause of the disease.

“The cause of the disease is we don’t have in place the institutions, the systems and the processes to block and prevent it in the first place.

That’s the only difference between us and the people abroad.

The minister assured that people would be compelled to do the right thing always if the appropriate systems were in place to block and prevent corruption.

She urged youths in the country to ask the relevant questions that would help tackle corruption in the country.

She said: “This is so important now because of technology and I am a total fan of the use of technology and electronic platforms to block the leakages in this country.

We must use them the way they are being used in other countries.

Dr Ngozi Okonjo-Iweala said that the introduction of the Government Integrated Financial Management System (GIFMS) had helped to reduce physical movement of cash to make payments and curb corruption.

She said that the Integrated Personnel Payment System had also helped government to remove ghost workers from the system and save money in the process.

She said, We have been able to weed out about 62,893 ghost workers till date saving N208.7 billion and we have not finished in the system. That is addressing the root cause.

The minister said that the names of the persons found to be involved in the act had been sent to the ICPC for further action.

OKonjo-Iweala said that through the electronic wallet system introduced by the Ministry of Agriculture, government had been able to reduce corruption in fertilizer distribution in the country.

According to her, 10.5 million farmers have been registered under the system with more than 6 million being able to access the product personally.

This, she said, had contributed to increased food production.

President of the Senate, David Mark has described the call for an Interim National Government by some Nigerians as ‘’imprecise, sordid and strange’’ to the 1999 Constitution as amended.

Mark stated this on Tuesday in Abuja at the resumed sitting of the Senate after its one month recess.
He said that the issue of polls rescheduling and the call for interim government had been given undeserved prominence across the country.

“This Senate is committed to the provisions of our constitution which we swore to protect and we will not do anything to sabotage the democratic process.
“It is important to note that on the 29th of May, 2015, a democratically elected government, through a free, fair, transparent and credible election will be sworn in,’’ he said.
Mark called on the Independent National Electoral Commission (INEC) to use the six weeks election extension to continue to put measures in place to ensure a free, fair and credible election.
He also urged Nigerians to support INEC in its effort to conduct a transparent election, adding that all Nigerians, including lawmakers, should desist from making comments that would instigate violence.
“These are not ordinary times in our nation; there is palpable tension in the land. Comments and even the body language of the political class further exacerbate the tension.
“ As statesmen and women, we must rise to the occasion and help reduce this tension.
“We must refrain from acts that will aggravate this already charged atmosphere across the country.

NYSC To Administer COVID-19 Vaccines On Members In Camps

The National Youth Service Corps (NYSC) on Monday said it had not extended the service year of outgoing corps members listed to participate in the rescheduled general elections.
The NYSC Director of Press, Mrs Bose Aderibigbe, made this known in an interview with the News Agency of Nigeria (NAN) in Abuja.

She said that contrary to insinuations, the outgoing corps members would participate in the elections as ad hoc staff of the Independent National Electoral Commission (INEC).

Aderibigbe said their completion of the national service would not affect their participation in the elections, stressing that INEC had already trained them for the exercise.
She said the NYSC did not make provisions for their welfare beyond 12 months, stressing that keeping them till the election date in March would exceed its budget.

“They have finished as corps members; that is why we are passing them out. If they stay till March it means government will be paying their money.

“They are only entitled to 12 months pay from NYSC, so as soon as they pass out they get their certificates and they go.

“They may stay back and participate in the elections because they have been trained to do it not as corps members but as ad hoc staff of INEC,’’ she said.

Aderibigbe said that the welfare of the outgoing corps members, who have been scheduled to participate in the elections, would be taken care of by the electoral commission.
According to the director, INEC has promised to pay them their entitlements, including transport and feeding allowances.

She explained that INEC would pay them a percentage before the elections and the balance would be paid afterwards.
The director called on the affected persons not to entertain fear as their entitlements would be given to them at the appropriate time.

On the safety of corps members participating in the elections, Aderibigbe said the NYSC management had constituted a security committee to guarantee the safety and security of participating corps members.

According to her, the Director-General and other staff of NYSC have gone across the country to sensitise corps members participating in the elections.

The All Progressives Congress (APC) has raised the alarm over a strange directive ordering the withdrawal of Customs, Immigration and other security personnel from the country’s border posts in Kebbi and Katsina States, wondering what purpose such a directive was meant to serve.

In a statement issued in Lagos on Monday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said the verbal directive led to the total withdrawal of the stated personnel from the border posts in the two states, leaving the posts unmanned.
It wondered who gave the order and for what purpose, and asked the Federal Government to immediately tell Nigerians what happened.

”It will not be enough for the government to tell Nigerians that it is not aware of such a development, because that will be more egregious than what happened in the first instance, and will amount to the government not being able to secure the country’s borders.

The party said with no one left to man the borders in the affected areas for as long as the directive lasted, which is yet to be determined, anything could have happened.
”Who gave the verbal order? Was the order given verbally so that there will be no evidence of it? Were the Customs, Immigration and other security personnel ordered away to allow the free entry of contraband goods, election materials, weapons, terrorists or what?

APC said the development, coming a day after leaflets were distributed in Gombe asking people to stay away from polling booths on election days, raises more fears over the ongoing scheming by the Jonathan Administration and the PDP to ensure the rescheduled elections do not hold.
”In pursuit of this objective, these band of desperate people will do anything, including threatening the very existence of the country. Nigerians must not allow them,” the party said.

NEMA Introduces Air Ambulance For Emergency Health Care

The National Emergency Management Agency (NEMA) on Friday introduced the first Air Ambulance at the National Hospital, Abuja, for emergency health care.

The launch that took place at the Trauma Center of the hospital is for easy transportation of patients with emergency cases by air.

“As a matter of fact, the jet can go anywhere in the world; it has the range of 3000 miles.
“It can go to as far as Europe, Asia, nonstop and it is also available here in Abuja but it all depends on the location where the patient calls from.
“We can go anywhere and pick you; if you want us to bring you to National Hospital, we can,” Mamman said.
He also said that the project was a demonstration of the beginning of air ambulance in Nigeria.
The director said that there were plans to expand the project to make other air ambulances available to all parts of the country.
He said the air jets were still new and could last for a period before they wore out.
Mamman commended the Director-General of NEMA, Alhaji Sani Sidi, for championing “such a capital intensive project’’.
The Chief Medical Director (CMD) of the hospital, Dr Gaff Momoh, recalled that the trauma center of the hospital was commissioned with the sole aim of managing emergencies.
Momoh said that the air ambulance was for easy evacuation of patients from any part of the country.
“The jet is to move patients from wherever they are in the country and still land at the appropriate time within a very short notice.
“It is always best for the patient when he is treated at the adequate time in cases of trauma or natural disaster.
The CMD noted that the hospital had always had patients brought by road but that the jets would facilitate the transportation of patients by air.
He said the hospital was equipped with facilities to take the patients to the right wards where they could be treated.
Mr Keith Trower, the Director Aeromedevac Consulting Services, Ireland, said the company had developed specific air medical transport system to help medical challenges globally.
Trower said the company was training NEMA staff for the period of nine months to enable them get conversant with the use of the air ambulance.
He lauded the government and NEMA for prioritising health-related issues in the country.

Writing in the Independent newspaper, he said: “At times, United’s football is miserable. To beat opposing teams you have to attack, and to attack you have to take risks. Too few of the players in the current team are prepared to take those risks.”

He explained: “Part of being a Manchester United player under Sir Alex Ferguson, perhaps the most important part of being one of United’s attacking players, was that when you were in possession you had to take risks in order to create goalscoring chances. It was not an option; it was an obligation.

“In the periods of my career when I stopped passing the ball forward, or when I stopped looking for the risky pass that might open up a defence, the consequences were the same.

“The manager stopped picking me. I got back into the team when I went back to doing it the way he wanted.

“United’s history was built on attacking football, which does not always mean that the team kept clean sheets or did not concede chances. Why do you think United have had some of the best goalkeepers in the world over the years? They needed them because the team committed so many players forward.

Solution “exists” for the Nigerian University Education Challenges

If one considers the economic significance of university education to over 105 million Nigerians, whom CIA andWorld Bank reported to be below our national poverty line, and its relevance to the actualization of Vision-20-20; onewill therefore agrees that rendering mass university education to all citizens (whether they can afford it or not) is indispensable for a true actualization of Vision-20-20 goals and our overall national wellbeing. Even President Obama realized this when he wisely said to his compatriots; “We know that educating every American is the secret of America’s prosperity.”

Consequently, the right question to ask will be: “What actually does it cost to educate every Nigerian?” Whichever ways it is assumed, one will certainly be bothered by the financial constraints our present brick-and-mortar university system posed against the financial muscles of our governments and stakeholders.

An evidence of our brick-and-mortar’s system flaw is uncovered in our yearly matriculation examination statistics; where at every given year of the past two decades, the numbers of Nigeria university applicants are averagely twice all our traditional universities intake capacities. Correspondingly, the Federal Executive Council testifies, “We found a gross inadequacy of the current 117 universities serving a population of over 150 million people.” A fine Illustration of this is the 2014 UTME; which Prof. Ojerinde reported to be written by about 1.7 millioncandidates; however about 1.2 million qualified, but the disturbing aspect is that, the total intake capacity of all universities is not up to 600,000. This is because majority of the money is spent on constructing, repairing and maintaining the buildings of these universities on one side, and printing and paying copyrights on the other side, and not on impacting education. Although nothing is wrong with that, except that it is prudently possible instead; due to dropping internet-connectivity cost, peer-to-peer pedagogical model and copyright-free educational resource for such to be waived in order to concentrate the saved resources on impacting education.

In my opinion, the best way out is to model the low-cost means of online university education breakthrough introduced by the founder of University of the People to complement our traditional system. This is to establish “onenational Online Learning Campus” for educating all universities students, while exams and practical would be at each student’s home university.

University of the People (https://uopeople.edu) is the non-profit, tuition-free, online university; founded by Shai Reshef in California, in 2009, for two major reasons. The first is to give worldwide access to post-secondaryeducation to those who could not access university education due to financial constraints. Secondly, to show nations’ governments how to operate a low-cost but quality online university education through the combination of peer-to-peer learning, open educational resources, and open-source online learning software; rather than trying unnecessarily so hard with their few millions in building their own Harvard.

The formula for the model is pegged at a minimum of $6 million, and a minimum of 15,000 students who can pay up to $100 dollar for exam administration fee for each of their 40 courses. Nevertheless, since it is tuition-free, if there are some who can prove that they do not have a means to pay – and for them, the fees will be waived, in order that no qualified individual is excluded for financial reasons.

The ultimate solution is online education because it has numbers of advantages over its traditional counterpart, such as unlimited intakes, time flexibility, cheap or zero tuition, less commuting stress, high-tech academic logistics options, among others. Correspondingly, the U.S. Department of Education’s 2010 Meta-Analysis and Review of Online Learning (https://www2.ed.gov/rschstat/eval/tech/evidence-based-practices/finalreport.pdf)reported: “students who study online perform modestly better than those taking face to face instructions.”

I hereby plead that the Federal and States Ministries of Education to collaborate to stimulate the establishment of a UoPeople modeled Online Learning Campus for educating all universities students. Similarly, I implore NGOs, religious ministries, and stakeholders to replicate what Mr. Reshef is doing, in order that vision 20-20 will not be a mere pipe dream. God bless Nigeria!

President Goodluck Jonathan made a surprise visit to insurgency-plagued northeast Nigeria on Thursday, a rebuff to critics who say he has ignored the plight of victims of Boko Haram Islamist militants.

It was the president’s first visit to Borno, the area worst affected by the advance of rebels seeking to carve an Islamic state in Nigeria, since he declared a state of emergency in the northeast in May 2013.

Jonathan has been criticised for not doing enough — and often not saying enough — about relentless Boko Haram attacks that have killed thousands of civilians, kidnapped hundreds and pose the greatest security challenge to Nigeria, Africa’s biggest economy.

His administration was seen as slow to react when the insurgents abducted some 200 schoolgirls last April.

The group’s fighters seized the military base and town of Baga, on the shores of Lake Chad, on Jan. 3. Baga was the headquarters of a multinational force with troops from Chad, Niger and Cameroon. The militants have killed scores and razed dozens of homes there, with the military putting the death toll at 150, while some local officials have put it as high as 2,000.

Nigerian security forces repelled an attack by Boko Haram on the northeastern town of Biu on Wednesday, killing several insurgents.

Soldiers have complained of a severe lack of equipment and arms in the face of a determined foe.

“We will assist you to succeed in your efforts. We will give you what is due to you,” Jonathan said. “In terms of equipment, we are better off now than when we started”.
