Saraki Reacts to Supreme Court Ruling

After listening to the ruling of the Supreme Court in the appeal he filed to challenge the process of arraigning him before the Code of Conduct Tribunal, Senate President, Dr. Abubakar Bukola Saraki hereby states as follows :

1. He expresses disappointment over the Judgment of the apex court in the country on the six grounds of his appeal

2. He however will like to put it on record that the facts of the substantial matter are not before the Supreme Court since the apex court was only invited to rule on some preliminary issues in the process of commencing the trial.

3. The Senate President believes he will have his day in the court to prove his innocence of the charges preferred against him during the trial proper.

4. Dr. Saraki will like to thank everyone who has expressed support for him from the beginning of the case. He assures everyone that at the end of the day truth will prevail and justice will be served.

Bristow Crash: NCAA Suspends Aircraft Type as Experts Review Accident

The Nigerian Civil Aviation Authority (NCAA) has announced the suspension of the operation of Bristow Helicopters Limited’s Sikorsky S-76C++ type helicopter until further notice.

The Director-General of NCAA, Captain Muhtar Usman, at a briefing in Lagos yesterday, explained that the suspension was necessary to enable the authorities carry out a full-scale audit on Bristow’s operations with particular emphasis on its Sikorsky S-76C++ type aircraft.
Bristow has recorded many accidents in Nigeria, of which several involved the same aircraft type.

The Sikorsky helicopter was involved in one of the company’s most tragic accidents on August 12 last year, which led to the death of six persons, including the pilot and the co-pilot.

Previous accidents of Bristow included one in August 2007; another one in November 2009; a collision in December 2009; another accident in April 2010; one in July 2011; yet another one in February 2013; last year’s accident; and the controlled ditching on Wednesday.

Usman said as a responsible regulatory authority, it was important to stem the rapidity of occurrence and ensure the airline operates safely.

“I must mention that this suspension of operations for the impending wholesale audit is not a vote of no confidence on the airline. It is to ascertain the adequacy and the propriety of the operating aircraft,” he said.

The director-general stated that the decision to suspend operations of the aircraft type was not new to the industry but in accordance with standard operating procedures, which is done all over the world.

Commenting on the suspension, Bristow said it would abide by the suspension, acknowledging that it was standard practice.
“The Nigerian Civil Aviation Authority (NCAA) has advised Bristow to temporarily stop operation of the Sikorsky S-76C family of aircraft in Nigeria.

“We are continuing to cooperate fully with the NCAA and the Nigerian Accident Investigation Bureau (NAIB) in its investigation concerning the Bristow helicopter that was involved in the controlled water landing near Lagos on Febuary 3, 2016,” it said.
Industry experts however wondered why Bristow, an international reputable organisation, has within a short period amassed a record of so many accidents.
The Secretary-General of Aviation Round Table (ART), Group Captain John Ojikutu (rtd), said: “These nine accidents involved 10 aircraft from one operator. How would NCAA explain this to the public when safety recommendations were made for each accident report?
“Were there no considerations to conduct surveys instead of audits on the operator? These incessant accidents need special surveys on the operations, maintenance and crew licensing of the operations, and not just the audit of the company.”
Ojikutu was of the view that the company should be shut down until a complete survey is carried out.

Ex-Council boss bags two-year jail term

The Independent Corrupt Practices and Other Related Offences Commission (ICPC), has secured a two-year jail term against a former Chairman of Umuahia South Local Government Area of Abia, Mr Goddy N. Kanu.

The Commission also secured a one-year jail term against Mr. Ephraim M. Iroakazi, a political associate of Mr. Kanu. Both were charged to court on a 10-count charge bordering on abuse of office and criminal conspiracy.

The judgment was handed down to the duo by Justice Onuoha. A. Ogwe of the Abia State High Court sitting in Umuahia.

ICPC had in 2010, taken the ex-council boss to court for conferring an unfair advantage upon an associate, engagement in a criminal conspiracy, failure to report the solicitation of gratification and other sundry offences.

During the trial, ICPC counsel led by Gogodaye P. West revealed that in 2008, the Umuahia Local Government through its executive arm approved the purchase of three (3) assorted vehicles for the use of the Council at the cost of eight million, five hundred thousand naira (N8, 500,000. 00) with a stipulation that the cars be purchased by the Motor Transport Officer of the Council by direct labour.

Consequently, rather than follow the stipulation, Mr Goddy Kanu, who was the Chairman of the Council circumvented the process by giving the contract for the supply of the vehicles to his “political godfather”, Mr Iroakazi who was neither an employee of the Council nor a registered contractor.

Less than three months after the first purchase of the vehicles was approved, the Local Government granted another approval for the purchase of 20 vehicles for the Council to the tune of sixty million naira (N60, 000, 000. 00).

In this instance, Mr. Kanu also circumvented the conditions for the purchase of the vehicles by giving the contract for the supply to his associate, Mr Iroakazi.
Instead of purchasing the vehicles according to specifications, the political “godfather” of the erstwhile Chairman allegedly used thirty million naira (N30, 000, 000. 00) out of the 60 million naira (N60, 000, 000. 00) released to him to supply 18 fairly used vehicles that fell short of the specifications of the Council.

Also, in the course of investigations, ICPC operatives discovered that, out of the balance of 30 million naira (N30, 000, 000. 00) for the purchase of the second set of vehicles, Mr Kanu received twenty million naira (N20, 000, 000. 00) from his friend for the purported maintenance of his political party while ten million naira was offered to Councillors as gratification.

In his final judgement, Justice Ogwe sentenced Kanu to two years imprisonment on each of the counts preferred against him and the jail terms would run concurrently with the option of a fine of three million naira only.
While Iroakazi was sentenced to one year imprisonment on each of the counts preferred against him, which would run concurrently or option of a fine of two million naira only.

RRS Choppers Locates crashed Lagos-Bound Bristow Helicopter

The efficacy of the three helicopters of the Rapid Response Squad (RRS) purchased by the present administration of Governor Akinwunmi Ambode came to fore on Wednesday as it aided in the location and rescue of a helicopter with registration number N5BQJ belonging to Bristow Group, which crashed while heading to Lagos from Port Harcourt.

The RRS helicopters are part of the security equipment purchased at a cost of N4.7billion by the Governor Ambode administration with the aim of beefing up security as well as aid in emergency rescue operations.

Commander of the RRS, Olatunji Disu, said that immediately the command was alerted of the crash on Wednesday morning, the three helicopters were immediately deployed to commence a search for its possible location.

“We knew they just took off at the airport. Everybody thought the helicopter crashed in their air field. But we immediately deployed the three RRS helicopters into the air and started the search.

“After some time the crashed helicopter was located 68 nautical miles out of Lagos on the ocean and we were able to communicate with the company”.

He said Shell, Agip and Mobil oil companies provided speed boats, while the RRS Marine Boat was also deployed to join the search and rescue operations.

“LASEMA, Airport Police and others and the Fire Service were at the airport waiting, because they had thought that the crash occurred at the airport, but the RRS helicopters acting on information hovered around the air until the location of the crash was identified in the ocean”, Disu said.

He said all the 11 persons on board the crashed helicopter; nine passengers and the two crew members were rescued alive, attributing it to the adherence of safety measures by the passengers and the timely intervention of rescue operations.

“The joint effort of the rescue team spearheaded by the RRS in collaboration with Shell, Agip and Mobil oil companies went a long way to save the lives of those on board. Only the pilot sustained injuries”, he said.

Since the handing over of the equipment in November last year, the RRS helicopters have been deployed to various crime and traffic scene, which has aided in effective surveillance and aerial patrol.
