…Says State is Vanguard Of Support For Security Agencies
…As Ambode Seeks FG, Lagos Partnership On Combating Fire Disaster, Illegal Immigrants
Nigeria’s Minister of Interior, Lt. General Abdulrahman Dambazau (Rtd.) on Wednesday described the security equipment purchased by the Lagos State Government for the Police as unprecedented in the history of Nigeria and a sign of seriousness about the security of lives and property of residents.
Dambazau, who said this at the Lagos House in Ikeja during a courtesy visit on the State Governor, Mr. Akinwunmi Ambode, said with his years of experience as a military officer, he had never seen that kind of massive investment in security by a State Government, and as such the present administration deserves to be commended for taking the bold initiative to give priority to the safety of the people.
Governor Ambode, it would be recalled, had donated equipment worth N4.8 billion to the police including three helicopters, patrol vehicles, gun boats, power bikes, among others.
The Minister, who is in Lagos on a three-day tour of facilities and infrastructure of security agencies in the state, said Lagos State is the vanguard of support for the Ministry of Interior, adding that the gesture of the State Government was very well noted and appreciated.
He said: “I’m here with all my service heads. We are here on tour of the facilities of the Ministry of Interior. The Ministry, as you know, is the hub of public safety and security in this country. Everything that has to do with public internal security and public safety is our responsibility.
“We know that Lagos State is the vanguard in support of the Ministry of Interior. I was here few months back when the State Government donated security equipment to the police. I have never seen that done before and so we really want to urge the government and the good people of Lagos State to continue to support us and we assure that we would carry out our mandate in a way that the people will be happy,” Dambazau said.
While acknowledging the efforts being put in place by Governor Ambode to develop the State, the Minister said it was also very important to note that there cannot be development without security, as both complement each other.
Responding, Governor Ambode thanked Dambazau for being part of the historic donation of security equipment to the police, and pledged to support other security agencies in the state to boost security apparatus in the state.
The Governor specifically sought the support of Dambazau on how to facilitate on partnership between the Federal Government and Lagos State especially in combating the frequent fire disasters in the state and reducing the influx of illegal immigrants in the state, as well as the relocation of the Ikoyi Prisons.
The Governor said there was a need for the Federal Fire Service to collaborate with the State Fire Service to jointly combat fire disasters, and that there was a strong need as well for the Minister to revisit the agreement on the relocation of Ikoyi Prison, as the State Government was willing to provide land for construction of a modern day structure for the prison.
Governor Ambode, who said the partnership between the State Government and Federal Government was more about development of the country because Lagos mirrors Nigeria, further sought collaboration of the Nigerian Security and Civil Defence Corps (NSCDC) as well as the Nigerian Legion in protecting public utilities in the state.
The Governor said: “Like the Minister rightly said, without security, there cannot be any development. I want to let you know that this administration is driven on tripod of action plan of security, job creation, investment opportunities and infrastructure development.
“We believe strongly that if we have a secured state, we will be able to create a platform for job opportunities for the people and where we are able to do that, we are inviting local and foreign investors to the state. We will also be able to use the taxes we get on those jobs to improve on the infrastructure in the state. So, that is the tripod that the administration is built upon.
“I want to say that the real cornerstone is more about the internal safety and security of lives and property in the state and we have not minced any word in sending that message across on a daily basis. We are committed to the security of lives and property in the state and we will do everything to ensure that we support all the agencies that are under your ministry because that is what is going to assist us in developing the state and actually create jobs for our people,” Governor Ambode said.

While acknowledging the achievements of the state so far, Professor Soyinka likened the celebration to one of the programmes in past editions of Lagos Black Heritage Festival called the ‘Black in the Mediterranean Blue’, saying “It would be used to project the black race not just for the colonial experience and slave trade, but also as a cultural people.”
Ambode mulls Lagos, Frankfurt sister-city relationship
…Receives German President
…Lagos, A Centre Of Business, Creativity In West Africa, Says Gauck
Lagos State Governor, Mr. Akinwunmi Ambode on Monday expressed the desire of his administration to partner with the Federal Republic of Germany in the areas of power, transport, technology and development finance to bring about a quantum leap in establishment and sustenance of businesses in the State.
Governor Ambode, who spoke at Lagos House in Ikeja while playing host to the President of Germany, Mr. Joachim Gauck, said he was also favourably disposed to a sister-city relationship between Lagos, the economic capital of Nigeria and Frankfurt, the commercial hub in Germany, especially in the area of financial service sector.
He said Lagos, being a commercial hub and the fourth largest economy in Africa with a GDP that is bigger than those of 41 countries in the continent combined, and Frankfurt, a major economic hub in Europe should explore a working relationship in terms of massive financial service that would be mutually beneficial to the two cities.
While stating that the parameters for high return on investment abound in Lagos, Governor Ambode said ever since assuming office, he has deliberately put in place measures to encourage foreign investment, adding that he had also invested massively in ensuring the safety of lives and property both of Nigerians in Lagos and foreigners.
“One of the things I have tried to do quickly is to uphold the situation that there must be sanctity of law and there must be rule of law. We are strongly committed to the security and judicial sector reforms and we believe that is the only way we can encourage investors to come and do business in Lagos,” the Governor said.
He added: “I must recognize quickly the volume of German investments that we have in Lagos and I must quickly recognize what it means to us because ultimately it is about creation of jobs for our people and where we see a situation where we have willing partners and by the demonstration of the number and quality of businessmen that you have brought in this delegation, I am assured that we would have so much to do together as we proceed.
“I will like to let you know that the key areas that we are deeply interested in are power, technology and transport. We believe that we need to change the state of our transportation system in Lagos and that is why we are quietly talking to some German companies that we want a situation where we can actually phase out some of the buses that we are using for the quality buses that come from Germany and we are talking about buses to the volume of 10, 000 to 20, 000.
“Beyond that, we must also start to think about creating assembling plants and also workshop plants in Lagos to grow the economy of Germany and at the same time grow the economy of Nigeria,” Governor Ambode said.
Earlier in his remarks, President Gauck said he was delighted to be in Lagos which he described as the centre of business, political development, creativity and intellect in the art of West Africa.
President Gauck, who spoke through an interpreter, said he was particularly delighted to be in Lagos first on his visit to Nigeria, adding that he would be willing to learn and hear more about the successes of Nigeria and the problems which the country has had to tackle.

“We have great interest in the area of trade and we in Germany are ready to share our experiences in those areas where you think they might prove helpful or necessary and we are happy to share the experiences we have acquired in fostering security and fostering social security. We are happy to share the knowledge we have acquired in the field of science and technology and cooperate with you,” President Gauck said.
The German President, who was accompanied by his wife and top government functionaries as well as strong delegation from the business community, said he would like to explore partnership with Nigeria in areas of providing vocational training assistance and strengthening cooperation between private institutions and government institutions, as well as partner on transfer of entrepreneurial skills.

“All in all Mr. Governor, I’m delighted to be here. I’m delighted about the opportunity to meet you in person and to get to know this fascinating part of Africa; to see its development, to see some of its cultural diversity and the lively energy that dominate this part of the world.”
EFCC probe: Media headline untrue, misleading; say Okonjo-Iweala
Emman Ovuakporie and Johnbosco Agbakwuru The former Minister of Finance, Dr Ngozi Okonjo-Iweala, has said that the headlines of many media reports concerning her investigation by the EFCC were misleading and untrue. This was made in a press release by Paul C Nwabuikwu the Media Adviser to Dr Ngozi Okonjo-Iweala on Tuesday. Many media report have headlines like “We’ll probe Okonjo-Iweala, Diezani soon, says EFCC”; “EFCC ‘investigating’ Okonjo- Iweala, Diezani, Aluko”; “EFCC probes Okonjo-Iweala, Allison-Madueke, oil sector” etc. Okonjo-Iweala said that ‘We want to clarify that some of the media reports alleging that the EFCC is investigating former Minister of Finance, Dr Ngozi Okonjo-Iweala, are misleading and untrue. This is clear from eye witness accounts of the Budget 2016 presentation by the EFCC at the House of Representatives and gaps in the reported stories.’ ‘The headlines are a misrepresentation of what the EFCC Chairman actually said during the event.’ ‘While the headlines claimed that the EFCC Chairman, in response to a question by an APC, member Hon Razak Atunwa, stated that Dr Okonjo-Iweala is under investigation, the actual words quoted in the same reports told a very different story.’ His words: “Very soon we will go into the petroleum industry. Such investigation requires that we have to build capacity, we have to bring in experts to enable us tackle what we are doing properly and the investigation must be conducted properly. We have internal lawyers and external lawyers. We have to pay insurance…” The words said to have been spoken by the EFCC Chairman cannot support the lurid headlines that Dr Okonjo-Iweala is under investigation by the EFCC. The Nigerian media plays an important role in our democracy and we urge them to be fair, balanced and factual in their reports. According to vanguard reporters the Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, yesterday told the House of Representatives Standing Committee on Financial Crimes that the commission will soon take the ongoing anti-graft war to the petroleum and other unspecified sectors of the nation’s economy. Magu also said that the commission needed to build its capacity towards the recovering of looted funds especially in the petroleum sector. The EFCC Chairman stated this in Abuja during the defence of the 2015 budget performance and 2016 budget proposals of the anti-graft agency before the House Committee. He hinted that the reason behind extending the anti-graft war to the petroleum sector was to recover looted funds by some political appointees and public servants Magu told the House Committee that the Federal Ministry of Budget and Planning had recommended the slashing of the agency’s overhead cost for 2016 from the proposed N2,999,245,761.00 billion to N1,389,429,463.00 billion, which he said represented a shortfall of N1,609,816,298 or 116%, adding that if the recommendation was implemented, it would adversely affect the prosecution of war against corruption. According to him, areas that would be affected if the planned slash of the commission’s budget is implemented include investigative activities, manpower development and maintenance of logistics. He said that the commission was aware of the dwindling oil revenue and the Federal Government’s commitment to reduce recurrent expenditure in the financial year, even as he called on the National Assembly to consider the approval of an additional N500 million for the agency. He said, “in view of the current increase in the commission’s activities to achieve its anti-corruption mandate, the ministry’s proposal will adversely affect her ability to prosecute the war against corruption.” In addition he explained would assist its operational activities “as more sectors of the economy may likely come under investigative activities during the year”. In his presentation, Magu highlighted the challenges facing the EFCC like space constraints because of the agency’s inability to complete its permanent headquarters, high rent rate, dearth of adequate manpower and operational vehicles. He said the commission achieved about 91 percent of its 2015 approved budget with only about nine percent shortfall, calling on lawmakers to come to the rescue of the agency in the appropriation of adequate funds in the 2016 budget. Magu also craved for the support of the National Assembly in the planned recruitment of additional 750 staff of different cadres for the agency in 2016 in order to create core staff for EFCC as most staff are on secondment. “According, it my honour and privilege to present to this honourable committee, EFCC budget proposal for the 2016 financial year in the sum of N11,422,991,540.00 as capital; N2,999,245,741.00 as overhead component of recurrent expenditure and the Ministry’s budget proposal of N6,664,040,791.00 for personnel; N1,389,429,463.00 for overhead and N3,168,744,217.00 for capital, for your kind consideration,” Magu said. Earlier, the committee chairman, Rep Kayode Oladele, assured of the legislature’s readiness to assist EFCC to achieve its mandate and the agency’s transformation to a world class anti-graft institution. Oladele said, “Since then, nevertheless have unfolded quickly with tens of arrests and prosecution of corrupt persons as well as the return of some of the looted funds by former public officers and their cronies in the private sector.”
