Ex-DMI Gen Wiwa not arrested – EFCC

Contrary to news making the rounds in the media that former Director of Military Intelligence, Major General Wiwa younger brother to the late Ogoni rights activist Ken Saro Wiwa who was executed by the Abacha government has been arrested; The New Diplomat can authoritatively reveal that Gen. Letam Wiwa was at no time arrested.

The media was awashed with the news that Gen. Wiwa has been arrested in connection with the on-going $2.1BN arms deal.

The Economic and Financial Crimes Commission (EFCC) has also come out to refute the news.

“I can’t find any such detainee in our records,” said EFCC spokesperson, Wilson Uwujaren, in response to enquiries. “I can’t find anything on him.”

Reports in some newspapers had claimed Monday morning that Mr. Wiwa, a major general, was arrested at the weekend and transferred to Abuja for further questioning by EFCC operatives over alleged involvement in a $2.1 billion arms deal

Mr. Wiwa, who is currently the deputy commandant at the Armed Forces Resettlement Centre, is reported to be in his office at the time of filling this report.

Sources close to him said he expressed shock on hearing about the story

He was said to have confided in close relatives the he just woke up this morning, and people started calling him that they saw reports of his arrest in the papers.

He was reported to have expressed shock that it must be a magic arrest.

‘I am sitting in my office in Oshodi, Lagos. The papers were just too audacious. They didn’t even ask the army whether any such arrest happened. There was not even an invitation, let alone an arrest,’ he was reported to have told well-wishers who called him to enquire.

According to him, the operations of the DMI have nothing to do with procurement of equipment for the army or any security agency.

The spokesperson for the army, Sani Usman, a colonel, was not immediately available to comment for this story.

When contacted, he requested that a text message enquiry be sent to him.

He is yet to respond to that message as at the time of this report.

FG Sacks Heads of NTA, NAN, Other Information Parastatals

The Federal Government has announced the sacks of the Directors General of Nigeria Television Authority(NTA), Federal Radio Corporation of Nigeria(FRCN) Voice of Nigeria(VON), News Agency of Nigeria(NAN), Nigerian Broadcasting Commission(NBC) and the National Orientation Agency(NOA).

The affected Chief Executives are the Directors-General of NTA, Mr. Sola Omole, FRCN (Mr. Ladan Salihu), VON (Mr Sam Worlu), NOA (Mr. Mike Omeri), Ima Niboro(NAN) and NBC (Mr. Emeka Mba).

The Minister of Information and Culture, Alhaji Lai Mohammed disclosed the sack in a statement

In his words; “The Minister of Information and Culture, Alhaji Lai Mohammed, announced the disengagement during a meeting he held with the Chief Executives of the Nigerian Television Authority (NTA), Federal Radio Corporation of Nigeria (FRCN), Voice of Nigeria (VON), News Agency of Nigeria (NAN), Nigerian Broadcasting Commission (NBC) and the National Orientation Agency (NOA) on Monday,” revealed the statement, which was also posted on the Facebook page of the Federal Ministry of Information and Culture.

“The Minister directed the disengaged Chief Executives to hand over to the most senior officials in their various establishments.”

Senate may pass 2016 budget before March ending.

There are clear indications that the 2016 Budget will be passed before the end of March if the word of Senate Leader, Ali Ndume is anything to go by.

This is coming on the heels of a statement by the House of Representatives Committee on Media and Public Affairs, Abdulrazak Namdas, who said submission of the 2016 budget on February 25 might still be realisable.

The Senate Leader said March was the deadline for the implementation of the 2015 budget, adding that it was the desire of the Senate to pass the 2016 budget before that time.

He said contrary to reports, the Senate did not suspend its passage indefinitely, but only said that the February 25 deadline ‘may not be feasible’.

It was the wish of the National Assembly to pass the budget five weeks before the expiration of the period set for the implementation of the 2015 budget, but that was not possible due to some errors.

“We have not postponed it indefinitely; we are saying that with the current developments, the February 25 deadline we gave ourselves may not be realistic. “That is why we now said it is not possible to say we will come back on 25th and say this is the budget; we are not saying that we have suspended it indefinitely.

“The reason we fixed 25th was because we wanted to have a gap of five weeks.”

Speaking further, he said the gap would have enabled the Senate to fix whatever issues needed to be handled before the lapsing of the March 31 deadline for the implementation of the 2015 budget.

Ndume said the National Assembly leadership had met with ministers to iron out the grey areas and make corrections. He also assured that the Senate would ensure strict compliance with the implementation of the budget. He said that once funds were available, he was convinced that the present administration would ensure thorough implementation of the budget. However, Chairman of the House of Representatives Committee on Media and Public Affairs, Abdulrazak Namdas, has said submission of the 2016 budget   on  February 25 might still be realizable. Namdas hinged his position on the fact that in the last two weeks, the House had done an extensive work on the budget as most stakeholders had defended their budget proposals.

He, however, refuted a report by a media outfit, Media Support Centre, which alleged fraudulent activities by members of the National Assembly in the handling of constituency projects between 2013 and 2015. At an interaction with journalists in Abuja at the weekend, Namdas said the National Assembly would be worried if a media outfit will be calling for the scrapping of constituency projects, adding that in most cases constituency, projects were the saving grace. “It is obvious that the media support centre do not know how constituency projects are managed. “Law makers are never given a penny to carry out constituency projects. Constituency projects are appropriated to the relevant MDAs. No cash is given to a law maker.

“Therefore, to say law makers diverted monies meant for constituency projects demonstrate not only lack of understanding of constituency projects, but also a desperate attempt by few individuals to set law makers against their constituents, “he said. The Chairman assured that the 8th House of Representatives will do things differently including ensuring that constituency projects get to the people adding that the present crop of law makers have zero tolerance for corruption.

Namdas further begged for the understanding of Nigerians on the 2016 budget adding the House is working very hard in collaboration with the Executive to ensure that the budget is passed speedily

B’Haram trained in my country, Somalian President Mohamud reveals

In a shocking revelation, Somalian President, Hassan Sheikh Mohamud has revealed that fighters of the dreaded Boko Haram sect trained in his country before coming to Nigeria to carry out their heinous acts.

Mohamud was reported to have made this disclosure while addressing a security conference in Germany.

Reuters quoted him as saying that, “Without a stable Somalia, the whole region of the Horn of Africa will remain unstable and by and large, the African continent. There are proofs and evidence that (for) sometime Boko Haram has been trained in Somalia and they went back to Nigeria.

“The terrorists are so linked together, they are associated and so organised, (that) we the world we need to be so organised.”

It was not clear from his comments whether he believed al Shabaab was still training Boko Haram fighters, who have pledged allegiance to Islamic State militants in Syria and Iraq.

Somalia has been plagued by political in-fighting, corruption and attacks by al Shabaab insurgents. The East African country has made limited progress towards creating a functioning political system.

Somalia’s al Shabaab, which is linked to al Qaeda and wants to overthrow the Somali government and impose a harsh version of the Islamic law, claimed responsibility for a blast this month that punched a hole in the fuselage of a plane.

Boko Haram, on the other hand, has been waging a heinous war against Nigeria with a demand that western education should be abolished. The sect also demanded that an Islamic caliphate should be carved out in the North.

CCT trial: Saraki seeks Buhari, Tinubu’s intervention

In the aftermath of the Supreme Court’s ruling that Senate President Bukola Saraki’s trial at the Code of Conduct Tribunal (CCT) should go ahead, the embattled Senate President has made fresh moves to reach out to President Muhammadu Buhari and the National Leader of the All Progressives Congress, Asiwaju Bola Tinubu for intervention.

The Supreme Court had on February 5 ruled that Saraki’s trial should continue at the CCT. The apex court had affirmed the propriety of Saraki’s trial at the CCT on 13 counts of false asset declaration.

In the 13 counts initiated by the Federal Government, Saraki was said to have made false asset declaration in his forms at the Code of Conduct Bureau as a two-term governor of Kwara State.

The CCT had on Friday said Saraki’s trial would resume on March 10.

It was reliably gathered that since February 5, Saraki had been making moves to indirectly reach out to Buhari and Tinubu.

A top government source, who disclosed this, said Saraki could not reach out directly to Buhari on the matter because he knew the President’s disposition to such issues.

The source, who spoke on condition of anonymity, added that the Senate President resorted to sending emissaries to Vice-President Yemi Osinbajo when Buhari was on a six-day vacation and Osinbajo was the acting President.

The delegation was reportedly led by the Senate Leader, Ali Ndume.

The source said the Vice-President made his position and that of the President clear to Saraki’s emissaries.

He said, “Saraki knows the kind of person the President is and I think he won’t approach him directly on this matter.

“But yes, I can tell you that he is reaching out indirectly.

“He sent emissaries to meet with the Vice-President when the President was on vacation and the Vice-President was on the chair in acting capacity.

“The emissaries had met with the Vice-President under the cover of the developments about the 2016 budget.

“In the process, they put the issue of Saraki forward.

“Vice-President Yemi Osinbajo, however, made it equivocally clear to them that the two issues could not be mixed. He told them that the issue of the budget was different from the trial of Saraki.”

Ndume had on Tuesday led some of his colleagues, including Dino Melaye, Abdullahi Adamu and Monsurat Sumonu to meet Osinbajo at the Presidential Villa, Abuja.

At the end of the closed-door session, Ndume told State House correspondents that the meeting reviewed some developments in the polity, including the issue of the 2016 budget currently before the National Assembly.

While saying that it would not be a new thing if people read meanings into their visit, Ndume had claimed that his delegation did not discuss Saraki’s travails with the Vice-President.

He was however quick to rise in support of the Senate President when his opinion was sought on the calls by his colleagues in the Unity Forum that Saraki should resign.

“Are you saying that the Senate President should be convicted before the trial? In our constitution, you are considered innocent until proven guilty,” he had said.

For Tinubu, it was gathered that Saraki had reached out to not less than 10 opinion leaders and clerics to visit the APC leader at his home in Bourdillon, Ikoyi, Lagos.

Saraki and Tinubu fell out in June last year when he defied the directive of the APC and became the Senate President under controversial circumstances.

The Senate President further ensured that Tinubu’s preferred candidates were denied principal offices at the Senate.

The former governor of Lagos State subsequently broke all communication with Saraki, describing him in an open letter as an ‘indisciplined and disloyal man who is a member of the Peoples Democratic Party in soul.’

Another reliable source told one of our correspondents that Tinubu was not interested in Saraki’s latest peace moves.

When contacted, the Special Adviser to the Senate President on Media and Publicity, Mr. Yusuf Olaniyonu, said that his principal had been having regular meetings with the President in recent times on national issues.

Olaniyonu, who spoke with one of our correspondents on telephone cited the most recent when both leaders jointly hosted the German President at the Aso Rock villa on Thursday night.

Saraki’s spokesperson however, said the regular parleys between Saraki and Buhari were purely on issues of national interest.

He said, “These two gentlemen hold two critical arms of government and they need to meet regularly to discuss issues of national importance.

“The issue of budget is there, insurgency and the economy generally. How can anybody think the Senate President will be seeking audience with the President on the issue of the CCT when there are serious national issues calling for attention?”

When asked if Saraki would reach out to the President, Olaniyonu said, “No comment.”

Before his recent moves to reach out to the President and Tinubu, Saraki had been facing renewed opposition from the Senate Unity Forum led by Senator Ahmed Lawan.

Lawan was supported for the senate presidency by the APC leaders and some party senators, while Saraki got the backing of all Peoples Democratic Party senators and some APC senators to emerge as senate president last year. Last week, the Lawan faction regrouped in a bid to force Saraki to resign.

 

4 days to court appearance, Tompolo whereabouts unknown

With the deadline given by a Federal High Court sitting in Lagos to the nation’s security agencies to produce the former ex-militant leader, Chief Government Ekpemupolo, alias Tompolo looming there are clear indications that his whereabouts are unknown.

This is as a result of his Ijaw relatives’ unreadiness to give up the former militant leader, who the people of Gbaramatu-Ijaw in Warri South-West Local Government Area, Delta State, regard in very high esteem.

A royal father, who spoke on condition of anonymity, said: “No Gbaramatu man will reveal the hideout of Tompolo to any security man even if he knows, unless that person does not have a true Ijaw blood flowing in him.

“Tompolo is an institution, not only in Ijawland, but in the whole of Niger Delta. He has touched many lives and is the current symbol of the struggle. Therefore, it is not easy for any full-blooded Ijaw man to betray him.

From what I can see, the whole thing is about business transaction, the Federal Government should settle the matter and let peace reign.”

Budget crisis scaring foreign investors away- Experts

The controversies of padding and errors in the 2016 Budget may be scaring foreign investors away and has a dire consequences for national economy recovery and foreign capital inflow, some economist has revealed.

It was learnt that some Nigerian companies that have been in talks with their foreign partners over counterpart funding of joint ventures have been forced to stay action since mid-last year over policy uncertainties following the election of new government.

While many of them expressed satisfaction with the process and outcome of the election, they were non-committal over prospects of funding their Nigerian investments preferring to wait for a clear policy direction from the new government.

The first shock was the long delay in rolling out the cabinet which elongated policy positions while also elongating the waiting time for foreign investors’ commitments.

Economy observers were of the view that while there is massive decline in government revenue following the oil price crash, 2016 Budget, which provided for massive economic stimulus, gave hopes of economic recovery amidst the dwindling revenue.

However, a top executive of a Nigerian company whose foreign partners have adopted the waiting position revealed that the companies had thought they would wait for about three months after the take-off of the new government but lamented that ‘’we are now in the tenth month and our partners are still saying they will wait for some more time”.

According to him, the on-going controversy over the 2016 Budget has further complicated the relationship with their partners and the fate of the joint venture as they had hoped that the budget, which they saw as a good one with clear policy positions, appears to have run into a glitch.

Analysing the situation further, chief economist at FSDH Merchant Bank, Mr. Ayodele Akinwunmi, said the controversy over the budget creates more uncertainty for investors who had delayed their decision up till now. ‘’It may also delay the implementation of the projects in the budget which will not make an average Nigerian to feel the impact of the current government,” Akinwunmi said.

However, another notable economist, Mr. Bismarck Rewane who is the Managing Director/Chief Executive, Financial Derivatives Company, is more concerned with the assumptions of the budget which he sees some problems than the issue of errors which he believed would easily be resolved.

‘’The errors in the budget are not an issue, they can be corrected. The real issues are the assumptions of the budget. The crude oil price, the production target, exchange rate and inflation rate, these are the real issues, that determine the effectiveness of the budget,” Rewane stated.

Toeing the same line of argument, the Deputy President of Nigerian Labour Congress, Mr. Issa Aremu, pointed out:  ‘’The President has said the errors would be corrected, and those responsible would be punished.

What we should be concerned about is if the budget would be used to boost the economy and then strengthen the Naira. Will the budget be used to boost local production through patronage of locally produced goods, or it would be spent on imported goods and hence weaken local production? These should be our concerns’’, he said.

15 feared dead in Rivers as Cultists goes on rampage

About fifteen persons have were feared to have being killed by suspected cultists in Omoku, headquarters of Ogba Egbema Ndoni Local Government Area.

Community sources who did not want their names in print said some of those killed were beheaded by the assailants.

They said the suspected cultists who were heavily armed struck in the community between the hours of 8pm till about 10pm unchallenged.

The state Police Public Relations Officer, DSP Ahmad Muhammad confirmed the death of six in the sad incident, saying it was largely a battle for supremacy among rival cult groups in the area.

“The incident is reasonably believed to be a battle of supremacy between rival cult groups in the town. As it is now the situation is under control as more anti-riot policemen were drafted to reinforce the existing security in the town.

As for casualties, six dead bodies of the suspected cultists were recovered “, he said, the shooting created tension and panic in the council headquarters as many residents reportedly ran indoors.”

When we came out this morning we started hearing wailing in several homes. A man and his wife were among those killed. Some were even beheaded “, one of the sources said.

This incident came barely twenty four hours a former member of the 5th House of Assembly representing the local government area and chieftain of the All Progressives Congress, Hon Monday Eleanya was shot dead on Ada George road in Port Harcourt while driving out of his compound.

Halliburton $185M bribery scandal: Government to reopen case……Lawyers received $26 million, EFCC yet to locate refund

Attorney General and Minister of Justice, Mr. Abubakar Malami, has warned that the Halliburton case and other criminal cases have not been closed even as a Senior Advocate of Nigeria (SAN) Mr. Damian Dodo, has revealed that the five lawyers who prosecuted multinational firms implicated in the $185 million Halliburton bribery scandal, were paid close to $26 million in legal fees.

‘Given the zero tolerance to corruption disposition of the Buhari administration, it would be impossible to close such cases,’ Malami was reputed to have stated.

Under interrogation by the operatives of Economic and Financial Crimes Commission (EFCC) for over eight hours last week Dodo maintained that the five lawyers were duly engaged by the Federal Government to handle the case and bring culprits to book, having been  indicted by their respective home countries.

This is coming on the heels that EFCC operatives were scrutinizing government accounts to ascertain where the refund was made. The four other lawyers involved in the case, it was also learnt, may be grilled by the anti-corruption agency.

Defending the huge amount received, Dodo maintained that he and the four other lawyers carried out their job so successfully that the Federal Government, in appreciation, conferred on some members of the legal team national honors.

The SAN explained that the five top lawyers involved in the prosecution of the companies reached an understanding with a former Attorney General of the Federation, Mr. Mohammed Adoke, to be paid from fines imposed on the indicted companies since he had complained that the Federal Government did not have a budget for their legal fees.

He pointed out that they followed the precedent set in the case involving Pfizer and Kano State Government on one hand, and the Federal Government on the other, in which the drug manufacturing company was made to pay the legal fees of the lawyers involved in the amicable settlement of the matter.

In the response to  the EFCC, it was stated that the legal team, raised by Adoke, was led by the then President of the Nigerian Bar Association, Joseph B. Daudu, with Mr. Emmanuel C. Ukala, Chief Godwin Obla, Roland Ewubare and Dodo as members. The companies involved in the bribery scandal, and which opted for payment of heavy fines and non-prosecution by Nigeria, were: Halliburton Energy Services; Siemens AG; TSKJ, Technip of France: Snamprogetti of Italy; Kellog, Brown and Roots of the U.S; Japan Gas Corporation; and Julius Berger, JB, which was accused of acting as a conduit for the illegal transfer of $5 million.

To avoid prosecution, JB immediately opted to pay a fine of $35 million to Nigeria and, accordingly, was left off the hook. The professional fee in respect of the settlement by JB was paid into the account of JB Daudu and Co on behalf of the legal team. Siemens similarly opted for out of court settlement and paid €30,000,000 to the Nigerian government.

The legal fee from the company was paid into the account of Godwin Obla of Obla and Co on behalf of the legal team. The settlement with Snamprogetti was reached by the legal team on December 10, 2010, and the sum of $30 million was recovered from the firm and paid into the account of the Federal Government while the legal fees for the lawyers were paid into the account of Godwin Obla for and on behalf of the team.

In the case of Halliburton Energy Services, the settlement attracted $32.5 million for the Federal Government while the legal fee went into the account of D.D. Dodo and Co. for and on behalf of the team. Japan Gasoline Corporation attracted a settlement fine of $26.5 million for Nigeria and the legal fee for the settlement went into the account of D.D.Dodo and Co.

In the statement to EFCC, Dodo said, “But in all, the professional fees and costs due the legal team as received by the trio of J.B.Daudu, Godwin Obla and D.D.Dodo were disbursed to members of the legal team as directed by their leader, J. B.Daudu.” The statement went on:  “It is worth pointing out that relevant agencies of government were involved in the settlement agreements including the offices of the National Security Adviser and the Economic and Financial Crimes Commission. “The Secretary of the EFCC, Mr. Emmanuel Akomaye, witnessed three of the agreements, namely, Snamprogetti,Halliburton and Japan Gasoline Corporation on behalf of the Federal Government.” The senior lawyer defended the payments made to them, arguing that the fees were legal. Quoting clause six of the agreement reached with the Japan Gasoline Corporation, Dodo, said, “The Federal Government of Nigeria confirms that the reimbursement of the government legal costs to the designated counsel in the terms of the agreement is lawful under the Nigerian laws and regulations, and the government counsel has confirmed to the Federal Government of Nigeria that no proceeds of such reimbursement will be provided to any government officials”.

However, the EFCC is set to invite all the lawyers involved in the case separately for their statements, does not seem satisfied with the submission by Dodo. The anti-graft body is trying to ascertain how the lawyers arrived at the legal fee of ten percent and, if indeed, the $200 million said to have been recovered from the culprits, was remitted to the coffers of the Federal Government.

It was learnt that the operatives were combing records to confirm which accounts of government the Halliburton fines were paid into and when.

There were indications also that the former ministers and other top players in government linked with the matter may be invited to state their own side of the story.

The irony in the case is that while the different countries, whose the multinational companies paid bribes to get major contracts for the construction of the LNG trains in Bonny Island in Rivers State, have since been convicted for bribery, Nigerian officials, who aided and abetted the scam, are still walking free and enjoying their loot. The top officials are said to be wielding both political and economic power, thereby making it very difficult to bring them to trial. Most of them are said to have threatened to descend on the system if any move is made to prosecute them.

But the current Attorney General and Minister of Justice, Mr. Abubakar Malami, has warned that the Halliburton case and other criminal cases have not been closed. Malami said that given the zero tolerance to corruption disposition of the Buhari administration, it would be impossible to close such cases.

How Gen Muritala Muhammed rescued Nigeria from the civil war defeat- Buhari

President Muhammadu Buhari has revealed how former Head-of-State, Gen. Murtala Muhammed was able to rescue the Federal army from apparent defeat during the civil war.

According to President Buhari “by the time Murtala was given Command during the Civil War, the Federal side was on the defensive.

The rebels had overrun the then Mid-West, and reached as far as Ore, just 100 miles from Lagos.

He said, “By dint of sheer bravery, improvisation and resourcefulness, he mustered a rag-tag group of soldiers, integrated them into an entirely new division, knocked them into fighting shape, recovered Mid-West and ventured across the Niger. Alas, there were terrible casualties on both sides.

“But Murtala’s motto was to get the job done as quickly as possible; sacrifice and loss were part of the risks of war.

This much he revealed at the Muritala Muhammed 40th Memorial Lecture held at the Transcorp Hilton Hotel, Abuja where he was among several dignitaries who applauded the virtues and leadership qualities of the late Gen. Muhammed.

The President said, “His life, short though it proved to be, was marked by an extraordinary passion, energy and determination to do better, and to make Nigeria better. These are values that young and old alike should all remember – and celebrate.”

Buhari further explained that Muritala Muhammad’s death robbed the nation of a leader who was determined to deal with the menace of corruption and indiscipline with an uncommon zeal.

Recalling the events of February 13, 1976, Buhari said he was at his duty post as Military Governor of the defunct North Eastern State when he received a call from General TY Danjuma.

According to him, the following conversation ensued:

“Gen. Danjuma called me and said: ‘Mohammed, where are you?

“I said, in the office sir.

“He said, ‘do you know what is happening?’

“I said ‘where?’ He said in Lagos. He said the Head of State had left his house and was driving his car to the office then around the secretariat, there was shooting.

“I said they must have murdered him. And he said, ‘do something.”’

The President went on to explain how he rallied troops in Maiduguri and Yola to avoid a breakdown of law and order adding that since it was a Friday, he had to go to the Mosque, a decision he said, helped to douse the tension that had built up over happenings in Lagos.

Buhari said within the six months of Gen. Muhammed’s rule, he was able to articulate a clear vision of the legacies he was bequeathing to Nigeria.

He noted that the late general was instrumental to the creation of additional states and laying the foundation for moving the Federal Capital from Lagos to Abuja.

President Buhari enjoined all present to see the occasion as one of celebration and not of mourning because the late icon lived a life worthy of emulation.

In a related development, General TY Danjuma who served under the late Head-of-State said, he was alive only by the grace of God because Lt. Col. Buka Suka Dimka and his gang of conspirators had condemned him to death.

He said, “February 13, 1976 was a Friday. In English mythology -I don’t know how it started, but the combination of Friday and the number 13, represent bad luck.

“When I remember that day; it leaves me with varied emotions because I too had been condemned to die by Dimka and his associates.

“In fact, on the list that he brought to General Iliya Bissalla, our then Commissioner of Defence, to seek his approval, I was number three on the death list.

“Bissalla promoted me to number two. That I am still alive today is by the grace of God.”

He enjoined the Muritala Muhammed Foundation to ensure a proper documentation of its activities for posterity. He promised to finance a documentary of the foundation’s activities on television.

Danjuma stressed the importance of accurate record of events to avoid distortions by those who know nothing about what happened.

In his key note address, General David Richards, former Chief of the Defence Staff, United Kingdom, said Nigeria deserved more accolades for its human and material sacrifice in resolving the conflict in Sierra-Leone than it had gotten.

Richards who spoke on “Regional Security and State Building: Portents and Prospects”, noted that the tendency to recommend the same template for tackling crisis in each state had proved a sad lesson re-lent across continents over the years.

He also noted that contemporary insurgency required a new strategy to tackle because the force of arms alone could not resolve issues therein.

The retired Army General noted that the growth of social media, rivalries among states and on-line real time news adds to the complications experienced in trying to manage conflict.

Richards said, “The loss of the control of the agenda is the greatest threat to the World Order” adding that, states must now do more to gain and retain public confidence through the provision of quality leadership.

An adviser to the Secretary General of the United Nations on West African Affairs, Mohammed Ibn Chambers, recalled that he was a university student studying in Ghana when Gen. Murtala Muhammed was assassinated.

He stated that students all over Africa protested because they knew the contributions Nigeria under the late General’s leadership was making towards liberating the rest of Africa.

President Muhammadu Buhari has revealed how former Head-of-State, Gen. Murtala Muhammed was able to rescue the Federal army from apparent defeat during the civil war.

According to President Buhari “by the time Murtala was given Command during the Civil War, the Federal side was on the defensive.

The rebels had overrun the then Mid-West, and reached as far as Ore, just 100 miles from Lagos.

He said, “By dint of sheer bravery, improvisation and resourcefulness, he mustered a rag-tag group of soldiers, integrated them into an entirely new division, knocked them into fighting shape, recovered Mid-West and ventured across the Niger. Alas, there were terrible casualties on both sides.

“But Murtala’s motto was to get the job done as quickly as possible; sacrifice and loss were part of the risks of war.

This much he revealed at the Muritala Muhammed 40th Memorial Lecture held at the Transcorp Hilton Hotel, Abuja where he was among several dignitaries who applauded the virtues and leadership qualities of the late Gen. Muhammed.

The President said, “His life, short though it proved to be, was marked by an extraordinary passion, energy and determination to do better, and to make Nigeria better. These are values that young and old alike should all remember – and celebrate.”

Buhari further explained that Muritala Muhammad’s death robbed the nation of a leader who was determined to deal with the menace of corruption and indiscipline with an uncommon zeal.

Recalling the events of February 13, 1976, Buhari said he was at his duty post as Military Governor of the defunct North Eastern State when he received a call from General TY Danjuma.

According to him, the following conversation ensued:

“Gen. Danjuma called me and said: ‘Mohammed, where are you?

“I said, in the office sir.

“He said, ‘do you know what is happening?’

“I said ‘where?’ He said in Lagos. He said the Head of State had left his house and was driving his car to the office then around the secretariat, there was shooting.

“I said they must have murdered him. And he said, ‘do something.”’

The President went on to explain how he rallied troops in Maiduguri and Yola to avoid a breakdown of law and order adding that since it was a Friday, he had to go to the Mosque, a decision he said, helped to douse the tension that had built up over happenings in Lagos.

Buhari said within the six months of Gen. Muhammed’s rule, he was able to articulate a clear vision of the legacies he was bequeathing to Nigeria.

He noted that the late general was instrumental to the creation of additional states and laying the foundation for moving the Federal Capital from Lagos to Abuja.

President Buhari enjoined all present to see the occasion as one of celebration and not of mourning because the late icon lived a life worthy of emulation.

In a related development, General TY Danjuma who served under the late Head-of-State said, he was alive only by the grace of God because Lt. Col. Buka Suka Dimka and his gang of conspirators had condemned him to death.

He said, “February 13, 1976 was a Friday. In English mythology -I don’t know how it started, but the combination of Friday and the number 13, represent bad luck.

“When I remember that day; it leaves me with varied emotions because I too had been condemned to die by Dimka and his associates.

“In fact, on the list that he brought to General Iliya Bissalla, our then Commissioner of Defence, to seek his approval, I was number three on the death list.

“Bissalla promoted me to number two. That I am still alive today is by the grace of God.”

He enjoined the Muritala Muhammed Foundation to ensure a proper documentation of its activities for posterity. He promised to finance a documentary of the foundation’s activities on television.

Danjuma stressed the importance of accurate record of events to avoid distortions by those who know nothing about what happened.

Court Refuses to Stop Ricky Tarfa’s Trial

A Federal High Court, Lagos has thrown out an application by a prominent lawyer, Ricky Tarfa, SAN, seeking to stop the Economic and Financial Crimes Commission, EFCC, from prosecuting him.

The EFCC had on February 8, 2016 slammed a two-count charge on him bordering on obstruction of justice and attempting to pervert the course of justice.

Tarfa, who was arrested on February 5, 2016 by EFCC operatives for allegedly hiding two suspects – Nazaire Sorou Gnanhoue and Modeste Finagnon – in his Mercedes Benz Sports Utility Vehicle, SUV, with the intent of shielding them from being arrested, had gone to court seeking to stop his prosecution by the EFCC.

Justice Idris, however, threw out his application, thus clearing the way for his prosecution by the EFCC. He, however, ruled that the
agency must respect Tarfa’s fundamental human rights.
