Lack of technical details has been  adduced to be the major reason for  Senate’s rejection of President  Muhammadu Buhari’s  request for approval of the 2016-2018 External Borrowing Rolling Plan of $29.960.
Senate leader, Ali Ndume gave this explanation while briefing journalists at the National Assembly after sitting on Tuesday.

Ndume who said he will bring back the President’s request after consultation with his colleagues. “The borrowing plan was rejected on technical ground and I am going to appeal to my colleagues and bring it back. We cannot reject the baby with the bad water” Ndume said.
He said it was clearly stated in the President’s letter that the technical details were attached but there was no document of such.

“Even when it was stated in the President’s letter that the technical details were attached, there were no details of the borrowing plans attached to the letter” Nduma added,

The Senate on Tuesday morning rejected the consideration of a request of President Muhammadu Buhari’s $29.9bn External Borrowing Rolling Plan over a period of three years.

The consideration was listed under Executive Communication in the Order Paper but when the Senate President, Bukola Saraki, put the consideration of the request to voting after it was introduced by the Senate Leader, Ali Ndume, it was unanimously rejected by the Senators present at the sitting.
